Card out Bolton in By Chris Casey Many have been predicting the resignation of Andrew Card for a long time now. After all, he has served longer than almost any chief of staff in history. But we thought when he resigned Bush would use it as an excuse to bring in some fresh blood. Instead he was replaced by the former deputy chief of staff under Card in Bush's first term.
